Regional Housing Needs Allocation (RHNA) and Housing Issues

SACOG serves two roles in housing for the six-county Sacramento region.  First, as the region’s transportation planning agency, SACOG promotes and provides assistance to local governments to implement the Metropolitan Transportation Plan/Sustainable Communities Strategy.  Housing plays a key role in the MTP/SCS, and SACOG is looking for ways to support its member agencies with technical support to housing production to meet the region’s needs.

SACOG also has a key role in the State’s Regional Housing Needs Allocation (RHNA) process. Every eight years, the State of Calfornia’s Housing and Community Development Department (HCD) provides SACOG with a regional determination, which represents the number of units the region must plan for. SACOG is responsible for developing a methodology for allocating that number by income category to each city and county in the region. Once jurisdictions have their RHNA, they must adopt a Housing Element that demonstrates how they can accommodate their RHNA in their zoning. Draft RHNA Methodology Menu

On 9/19/19, the SACOG Board released the Draft RHNA Methodology Menu for public comment for the 2021-2029 RHNA Cycle. The Menu provides four options for how to assign the RHNA numbers across the region, including a staff-recommended option. Each option furthers the statutory objectives of RHNA and reflects over a year of input from stakeholders, the public, and local housing planning staff. If you would like to provide written comments on the Draft RHNA Methodology Menu, please email them directly to by 11/8/19. All comments will be included in the staff report for the Board’s 11/21/19 meeting and may include a written comment by the SACOG staff in the staff report. Any comments after 11/8/19 will be provided to the Board and will be included in the public record, but may not have written responses. 

If you would like to provide input in person, SACOG will be holding a public hearing at its October 31st Board meeting, which starts at 9:30 AM. At this meeting, stakeholders and members of the public will have the opportunity to speak directly to the SACOG Board regarding the Draft RHNA Methodology Menu.
